Here I have posted a little guide for different things
GTA SA (PC)
For SA to run, you must have the minimum requirements or better. The following requirements are:
Minimum Hardware Requirements:
1GHz Intel Pentium III or AMD Athlon Processor
256 MB of RAM
8 speed DVD-ROM Drive
3.6 GB of free Hard Disk space for a minimal install
64 MB Video Card with DirectX 9 compatible drivers
("GeForce3" or better)
DirectX 9 compatible Stereo Sound Card
Keyboard
Mouse
Recommended Hardware Requirements:
Intel Pentium 4 or AMD Athlon XP processor (or better)
384(+) MB of RAM
16 speed DVD-ROM drive
4.7 GB of free Hard Disk space for a full install
128(+) MB Video Card with DirectX 9 compatible drivers
("GeForce4" or better)
DirectX 9 compatible Surround Sound Card
Game pad with twin axis analogue controls (USB or Joystick Port)
Keyboard
Mouse
Although 384MB RAM is reccomended, this isn't really enough. I would suggest you have 1GB of RAM to enjoy the game.
The game may run if you have under 256MB RAM, But if it did, the frame rate would be really low.
If you have 256MB RAM, Or 384MB or 512MB, And you want to upgrade, firstly go to:
http://www.crucial.com/
And use that to scan your system.
Another thing people ask, how do I get more then 25fps? Simple. Turn off the Frame Limiter.
I can run SA 50-60fps with these specs
2GB DDR2 SDRAM
Nvidia GeForce 8800 GT, Superclocked 512MB
Intel Core 2 Quad Q6600 @ 2.4GHz
I can run SA At 1680 x 1050, 3 x AA, Very high quality, 50-60fps.
GTA IV PC:
Now, GTA4 has not been confirmed for the PC Yet, I would expect it to be confirmed in July, August, September. However it should come out, because the other gta games did except LCS And VCS,
Now some people ask me what are the requirements, well nobody will know till the requirements are comfirmed.
I would expect it to be:
Minimum
1GB RAM (2GB If using Windows Vista)
3.0GHz (3.2GHz or faster if using Windows Vista), single core, 2.0GHz (2.2Ghz or faster if using Windows Vista, multi core)
Nvidia 6800 GT 256MB, ATi X1300 256MB or better
Windows XP/Vista
11GB Of free HDD Space
Keyboard
Mouse
Reccomended
2GB RAM
2GHz Intel C2D, AMD Athlon 3800+ or better
Nvidia 7900 GTX, ATi X1950 Pro or better
Keyboard
Mouse
Hardware:
If you want to play PC Games, I suggest one the following video cards, it you want to run games like Crysis on high:
NVIDIA 9600 GT
NVIDIA 8800 GT
NVIDIA 8800 GTS
NVIDIA 8800 GTX
NVIDIA 8800 Ultra
NVIDIA 9800 GTX
NVIDIA 9800 GX2
ATI Radeon HD 3870
ATI Radeon HD 3850
Now, if you play new games, on medium to high settings, I would reccommend these cards:
NVIDIA 7600 GT
NVIDIA 7900 GT
NVIDIA 8600 GT
NVIDIA 8600 GTS
ATI X1950 Pro
Now, I do not suggest the following cards:
Nvidia 8500 GT: Some people think this is a decent card for £60, now if you hear anyone say get this card, do not get it, unless you are not going to use your computer for games. The 8500 GT Is an extremely low-end card, about twice as slow as a 7600 GS, Which is a horrible card for gaming. If you are on a budget, try to get a 7600 GT Or 8600 GT, Or save up and buy a 9600 GT For about £86, which is a little slower then an 8800 GT.
NVIDIA 7600 GS: Slow card, you really need to go into low settings on games with this.
Now about OS's:
This is a question asked a lot:
What is better, XP or Vista?
Well, I think XP Is better, everything is supported about, really stable, and I think Vista can be unstable, and doesn't support everything.

Ultimate GTAIII Troubleshooting
I decided to right a guide for those that are having troubling playing my mod properly. If you're having a problem and there not one of these, then ask me.
Q: I ran the game but i have white cars when i play!
A: Sounds like when you tryed to play my mod for the first time, you got the converting textures message, which delete's my textures and put's the orginal GTA3'S. If this happens, open the .RAR For my ultimategta3 mod, then extract models folder in the same folder as the one with white cars. Now play.
Q: The mod won't work. It gets on the splash screen, but then the game crashes and i hear the windows error sound!
A: You're loading a save game that was not from my mod, that was saved with a different main.scm. You must start a new game when you first play my mod, then after first mission you can save and load that save in my mod.
Q: After a while of playing, the game lags very badly, but it seems to happen when cars appear, and when there's none it doesn't happen.
A: If you're getting this, you may not have enough RAM, Graphic card is something like an intel chipset. Make sure you system at least meets these requirements.
512MB RAM
1.5 GHZ Processor
128MB Video card which is a ATI Or Nvidia.
If your system meets them, then try a disc defrag, downloading the best drivers for your graphic card, make sure there is no programs running when playing.
Also try ending all non essential processes.
Or, you could go onto task manager, click the processes tab, right click gta3.exe and set priority to high. You need to do this when GTA3 Is running.
Q: Roads, walls are taking time to load.
A: Make sure you have frame limiter enabled in options>display. If you do, you should do a disc defrag.
(From GTAForums)1.4 GHZ Processors and txd.img and txd.dir are the problem
This is not true. Textures not loading is a hard drive output. Defrag your hard drive, and make sure no programs are running.

Installion of Ultimate GTAIII Mod
V1 Of the ultimate GTAIII Mod is now completed. You can download it from http://www.megaupload.com/?d=QNIJU336
The mod has the full game installed, so you just extract and play. However, you must have your GTA 3 Disc, or you won't be able to play the mod.
Installing the mod is very simple, just download and extract the .RAR And play. Simple? But you have to be aware of some things. Here are some detailed instructions on installing.
Loading save games
Download the mod and extract the .RAR, Then run gta3.exe inside the ultimate GTA 3 Mod folder. Now when you are on the menu, click start game, start new game. Don't click load game and load a save, as it won't work. Because of the modded main.scm, you can't load old save games that use an orginal main.scm or a different one to the one in my mod.
If you do load a save game, when it gets on the splash screen, the game will crash and you will hear the windows error sound.
You can still load save games in my mod. After starting a new game, after first mission, save the game, and try loading it in my mod. It will work. However you can't load that save if you have a different main.scm.
White cars
When you run the mod for the first time, you may get a message like "Converting textures". If you see this message the cars will be white. What happens is it deletes all my textures and puts the orginal GTA3 One's. If this happens, open the .RAR File for my mod, extract models folder in the same folder as the one with the messed up textures and play. If you see no converting textures message it will be fine. If you do, you will have white cars, just do the same thing by extracting models folder.
Lagging
You need a powerful PC To play this mod smoothly. For example, playing normal GTA3 Does not need a very powerful PC, But playing this mod will. Because of the new files, they are bigger and cause slow down.
I would suggest you have at least these system specs or higher
512MB RAM
1.5 GHZ Processor
Nvidia or ATI Graphic's card (at least 64MB)
If your PC Only has like 256 RAM, Then the mod may be laggy for you. You can try lowering the display, use resolution 640*480*16 and lowering draw distance and turn off frame limiter.
The mod has the full game installed, so you just extract and play. However, you must have your GTA 3 Disc, or you won't be able to play the mod.
